To see the excluded port range

To free up some of these ports restart WinNAT service
> sudo net stop winnat > sudo net start winnat -
After this the excluded port range is reduces to the following for me
> netsh int ip show excludedportrange protocol=tcp Portausschlussbereiche für das Protokoll "tcp" Startport Endport ---------- -------- 5357 5357 5985 5985 47001 47001 49152 49152 49153 49153 49154 49154 50000 50059 * * - Verwaltete Portausschlüsse.
This issue caused the error Failed to bind to address 192.168.101.39:51064 (for example) with no further information on why the address could not be bound when attempting to start some SiLA Servers:
